My neighbors beating his dog?

Idk what to do my neighbor is hiting his dog realy hard he lives 6 apts dwn and i can hear it really loud.the dog is whimpering really loud n then just stops for a min and starts what can i do to help?? Im a animal lover.i hate to see this happen i can hear the belt hiting his skin :'(
